libprintsys-dev software package provides printcap parser, helper for gnulprs printfilters, dev files, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libprintsys-dev
libprintsys-dev is installed in your system.
Make ensure the libprintsys-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libprintsys-dev *
You will get with libprintsys-dev package name, version, architecture and description in a table
